one tip to try is to run the software sources app in system -> admin
select other and hit find best server. it will ping them all and
download from the top 5, you will get a faster server, that might not
have that issue

I am having this same error. I've reloaded a few times and used a wired
connection over a wireless one but nothing seems to work.
Here's my /etc/apt/sources.list:

it seems to be working now.
not sure what happened, but i guess it was fixed when they updated the
package list
