I think either this was a duplicate of bug 131294, as Evan suggested, or
else a network connection to the archive wasn't available during
installation (since Tamil support doesn't fit on the CD). Per bug 9392,
Intrepid now displays a desktop notification if you end up installing
with incomplete loc

This looks like a duplicate of bug 131294. I would suggest you test
this again with the latest daily live CD builds, but there is a unionfs
error preventing them from working properly, so I will follow up when
the CDs are safe to test again.
