The Ubuntu patch to debian/rules (the part starts with ": # Add more
f2py files") doesn't always start a line with a tab. I suspect that's
the real problem.

I built Debian's 1.0.3-1 version in an unstable pbuilder, the result
python-numpy packages does not depend on python2.[45] packages (neither
does Debian's official python-numpy 1.0.3-1 package), so it's something

I agree there is something wrong with the dependency. A brief
discussion on IRC seems to be pointing to broken python-central
behavior.
