Thanks for the steps to trigger the issue, I was able to reproduce it
now.
I see that someone has requested a FeatureFreeze Exception (bug 1372224)
so hopefully this will be fixed shortly.

I booted the latest utopic-desktop-amd64.iso in a virtual machine and
replicated this, so I do not think it is anything in my environment.

I have been using 3.1 from Debian (recompiled for Utopic) since shortly

I found a bug report in Debian with the same error message, so I have
attached a bug watch, believing it to be the same issue. TortoiseHg 3.1
has since been packaged in Debian which presumably solved the issue.
