The process for installing packages by default requires the package to

Hi Canonical / Adam,
This is an issue for ppc64el guests too, as it impacts disk hotplug
(internal bug reports).
Fortunately, just installing ppc64-diag will bring in other required
packages for this functionality (powerpc-ibm-utils and librtas pieces).

powerpc-ibm-utils should be getting installed by default already. I'll
double-check that, but I was fairly sure that was the case.
ppc64-diag, however, is definitely not, and we need to look into where
and how best to fit that in for systems where it should be installed.
