If you use nautilus, open a folder, then use the key on another
application in the taskbar you'll see that this bug has nothing to do
with Firefox, but instead GNOME.

I can reproduce this. Essentially, the context menu key on the keyboard
needs to point to the exact (x, y) of the mouse's right click. Right
now it is probably just using (0, 0) in the current control (which
actually mirrors Windows' rather wrong behavior).
