The problem only occurs with salt 2014.1.7 (and after, I assume).
It looks to me that 14.04 contains an older version of salt, so the problem
should not exits there.

I see that version 208-6ubuntu2 of systemd is in utopic-proposed and is
currently being tested (see bug 1346199 for details). This will
hopefully soon become available in Utopic which would resolve this
issue.
