Sorry for status of the bug
No, it's not enought to install mainline, only after installing thernald
and manual activating of rapl(it's not became active in current ubuntu
kernel) and pstate all became ok.

I updated my BIOS.
The result of comand "sudo dmidecode -s bios-version && sudo dmidecode
-s bios-release-date" is
E16GCIMS.61C

Nothing has changed. My fan not increase speed when CPU became hot(60 C
or more). I try to detect my fan like pwm fan, but my fan not detected
like pwm fan.
