In the compiz settings controller, change the "Dodge" effect to "None" on focus, and your problem is solved. I too found it disturbing, perhaps the default behaviour needs reconsideration, as this is very distracting. -- bouncing windows effect for raise/lower https://bugs.launchpad.net/bugs/134
