No cause I just compiled it (latest postgis) with postgresql and the
stable geos - but yes geos 3 would be very useful. I just want postgis
to be 'officially' included as it is a production GIS server.

Needing support for postgis 1.3.1 may imply needing support for GEOS
3.0.0 (that's certainly true in my case).
However GEOS 3.0.0 as of this writing 14 Sep 2007 is at RC4, not yet
fully released. Does this limit its ability to be included?

Since Gutsy is in upstream version freeze you need a freeze exception for this.
