As for this sub-bug:
The checkbox-cli command crashed with
FileExistsError: [Errno 17] File exists:
'/usr/lib/2013.com.canonical.certification:plainbox-resources/bin/80211_resource'
So in both cases, I cannot reproduce this with plainbox. Please open a
new bug on checkbox-ng to track it.

additional note about non-spinning situation:
It does not happen on Intel UMA only systems
It does not happen on Intel UMA + Nvidia when the nvidia proprietary driver
does not enable
still happens on AMD APU + AMD GPU no matter open source or proprietary
driver
