This bug is not resolved. I get it now on Gutsy with the latest updates
installed (just a few minutes ago).
Here's the message displayed when starting ekiga in a terminal:

In Gutsy (amd64 version) the latest ekiga version (2.0.9) is included in the
repository. However, one of the required libraries is broken. The error
message is as follows:
$ ekiga
ekiga: symbol lookup error: /usr/lib/libopal.so.2.2:
Downgrading to the Feisty-Repository-package
libopal-2.2.0_2.2.3.dfsg-2ubuntu2_amd64.deb gives the error message
$ ekiga
