This doesn't seem an unity bug, but rather a gtk apps issue... Unity-
Control-Center seems to scale its ui correctly, and so does unity.
The only elements that are not scaling here are external gtk apps, which
doesn't seem to respect gtk settings.
Plase provide the values you get from:
gsettings
