I found an upstream bug report:

It's from 2013 and is marked as fixed.
The reporter was suggesting that "pulseaudio.desktop should have
NotShowIn=KDE;", which is what the patch I uploaded does and what several
people also suggested.
But the actu
I believe that should be alright. As long as the audio-setup dialog does
not change appearance with the change it's ok. Alternatively I'll report
back if I notice any changes.

Could you please check that the audio-setup in system-setting looks
alright (the correct name of the detected devices etc.). I remember
someone on IRC telling me that it had something to do with that. But
then again I might be wrong...

This patch disables /etc/xdg/autostart/pulseaudio.desktop from auto-
starting in KDE.
This was mentioned in https://bugs.kde.org/show_bug.cgi?id=312560#9 , and seems
to resolve the delay.
I have no idea if this can cause any regressions, but I didn't find any in my
short tests in Virtualbox.
