I've put this back to 'In Progress' because...
I can confirm that the package xchat recommends libnotify-bin, but when
installed with 'Applications > Add/ Remove...' the recommended packages
are ignored.

With the balloon alerts selected I get an error when xchat

suggestions. Edited .debdiff to reflect this.
