Thanks for the bug report.
The CD never booting with the USB HDD plugged in is just a sign of a BIOS
configured differently than you're expecting. Try hitting F2 at the Dell logo
to enter BIOS config options. This part belongs more in the answers section of
launchpad than the bug tracking.
