I had a simmilar problem when updateing from 14.04 to 14.10.
instalation of libc6-2.19.10ubutnu2.3 over libc6-2.19.0ubutnu6.6 stuck
in half configureg state beacuse the whole system froze. I'm not sure
what is the cause of the problem but I did manage to fix it by running
the system in recoevry m

days.]

that issue is gone on my system; but there is something somewhere that
seems to call that ghost file while upgrading, at some point.
