Just confirmed this is fixed on r133. It doesn't vibrate only when
muted, but that doesn't affect the status of this bug I don't think.

The setting design (https://wiki.ubuntu.com/Sound#Phone) requires to
have those options:
- vibrate on call
- vibrate on call in silent mode
- vibrate on messages
- vibrate on messages in silent mode
Some of those settings might have to be shared between the user session
and the greeter so we mig
