Sorry, to be more "Precise" :) I did in fact install Precise on this
laptop. (2012-06-12) but I don't remember having this problem.
I had both a desktop and a laptop at that time, and I was using the
desktop tower more often than the laptop. I upgraded to Quantal and
began using the laptop more of
I didn't this laptop before Quantal, I ran a desktop tower before, so I
cannot confirm.

Yes, this issue has occurred for me since Ubuntu 12.10
The workaround is to unplug, and then quickly replug, my laptop. (Or
reboot)
