Same here on Gnome Ubunte 13.04 and FF 24 , but only with some Filetypes.
Torrent Files or Deb Packages don't get any group permissions for example.

This bug can be easily reproduced using a Kubuntu live CD.
I used kubuntu-13.04-desktop-amd64.iso with usb-creator.
Firefox is not pre-installed on the image but it can be added using an
assistant in Muon.
For some reason Muon installs Firefox 20 instead of Firefox 24.
