Right, but in some cases on reboot the 'More suggestions' header does
not appear at all so that's something problematic in the click-scope
that needs fixing.

I believe this might actually be bug #1225391 in unity8 - if you can
*see* the "More suggestions" header, but it's blank (but the size you
would expect - just transparent), that's probably it.

One re-producable way of seeing nothing in More Suggestions is to
search, let it display results, and then remove the search term - then
More Suggestions shows nothing. This is on a Nexus 4.

In my case, even doing nothing it fills. I suspect this is because we
are getting the "more suggestions" when the scope starts, and if wifi is
taking a while to connect, then there is nothing there. We should query
when wifi connects instead.
