This issue has sat incomplete for over six years without any response to
comment #5. I'm going to close it as being fixed as the problem was
confirmed by more than one user and doesn't seem to have been
reproducible for some time.

Have you tested a ppa for GIMP instead of self compiling? I work with a
ppa from GIMP 2.8.6 and can't reproduce this. This is on Ubuntu 13.04
raring.
But please don't forget Ubuntu only supports the packages from the
software center.
