I think it has been fixed with yesterday's update of mail-notification
and mail-notification-evolution. It works for me and I don't have
evolution-plugins-experimental installed.

In fact, mail-notification requires a very specific plugin: "Jean-Yves
Lefort's Mail Notification". This plugin is present in package
evolution-plugins-experimental but there's no dependency between this
package and mail-notification-evolution
