Hello Felix, or anyone else affected,
Accepted josm into raring-proposed. The package will build now and be
available at
http://launchpad.net/ubuntu/+source/josm/0.0.svn5608+dfsg1-2ubuntu0.1 in
a few hours, and then in the -proposed repository.

josm >= 0.0.svn5608+dfsg1-1 fails to load defaultpresets.xml when the
user has started josm before and thus ~/.josm/preferences.xml has been
created by an earlier version.
