I suppose I should record the fix. A little crude but basically remove
and reinstall guidance.
sudo aptitude purge kde-guidance
this removes kubuntu-desktop as well so:
sudo aptitude install kde-guidance kubuntu-desktop

Update:
This problem seems to be caused by a failed update to kde-guidance.
Fixing the update solves the broken modules problem
