Apparently I had already triaged a similar bug, so there is an upstream

it does mention "could not be read", so I'd say "all" options are

Its a little bit better in Jaunty - you now get:
The file '' could not be read or does not contain recognized VPN
connection information
Error: does not look like a Cisco Compatible VPN (vpnc) VPN connection.
However this still needs improving as it sounds like the files corupt.
