It looks like to try start display manager but it can not so it restart
display manager again and again every one second.

So without xorg.conf I can't run a terminal so I can't run apport-
collect. Is there any other way to do this?

I just resolve this problem. I changed the driver with "vesa" in
xorg.conf.Without xorg.conf , after the splash screen the monitor
automatically turn on and turn off every one second.

Xorg -configure is not a good idea nowadays. Let's see what happens
without an xorg.conf file.
Run:
sudo mv /etc/X11/xorg.conf /etc/X11/xorg.conf.bak
Log out and back in. Then run:
apport-collect 1168627
** Changed in: xorg (Ubuntu)
Status: New => Incomplete
