As the original reporter, I would like to point out that I have just
seen the "bad" behaviour in a fully updated Kubuntu 8.04, so I would not
consider this fixed.

Confirmed. Even with the 'Open as tab in exiting Konqueror when URL is
called externally' option checked, external links open in a new window.

Note: I am not sure if this problem occurs with all external
