If the issue is with XKB, then the proper place to report this is at
bugs.freedesktop.org, under product xkeyboard-config. Then, you can link
here with the bug report number (it's the link "Also affects project" at
the top of the page).
If you do now, then the fix might get in Ubuntu 8.10.

Currently I use Gusty. There is bug Nepali Keyboard Layout (in XKB),
The top row (1, 2, 3, 4) doesn't work with shift. Pressing shift plus
key of top row produces the same result as pressing without shift key.
The keyboard layout is not much effective. That is the problem I am
facing while working
Do you still have this problem in Ubuntu 7.10 OpenOffice 2.3.0?
