Looks fine to me, I'm sponsoring it, please try to list the bug
reference in the changelog, it can be useful for people who will review
the changelog in the futur and let the bug be autoclosed by the package
upload (I added it for this one)

The reason for adding this dependency is that this version of shinxbase
provides multiple sound back-ends. If pulse is not available at compile-
time then it doesn't build the pulse backend. I've also removed the
--with-alsa switch, as it has not been valid for sphinxbase for quite a
few versions.

Thanks for reporting the bug. Could you please attach a debdiff too
between your version and the existing ubuntu one so that it will be
easier for us to review.
Also could you please explain the significance of adding the dependency
in the package?
