changes in Ubuntu since that time you reported the bug and your problem
may have been fixed
i can confirm this workaround - looks like the default after installing
the software or even worse / the codec is set to an invalid value...

Title
Goto "Edit" -> "Preferences", then tab "Music" and select "Custom
settings" for "Format settings". Choose a quality level (higher is
better). That did the trick for me.
