The GPU getting stuck at max MHz is fixed in 3.8-rc2, but power
consumption is still ~2W more than on quantal (~9W, better than 13W with
3.7). Maybe it'll get better with final 3.8, let's focus on the GPU bug
here.

I'll test the mainlines shortly. Upgraded to the current (-5?) kernel
made it a bit better, consumes 22W/13W depending on if the i915 is stuck
at 1300MHz or not. Also, the problems start after suspend/resume, things
are fine right after booting it up.

I'd like to perform a bisect to figure out what commit caused this
regression. It would be very helpful to know the earliest kernel where
the issue started happening as well as the latest kernel that did not
have this issue.
Can you test the following kernels and report back? We are looking for
t
forcing the GPU frequency to 650MHz dropped power consumption to 16W.
