To reproduce, just resize the software centre to its minimum width. I
didn't have to change to installed - the search box does not appear on
the default startup screen (All Software).

In my opinion, this is a serious usability issue. I am a computer
engineer, yet I struggled to find the search box for quite some time
(that is, until the "progress" icon disappeared).
