Got the same problem on Feitsy.
Seems the binary package is broken.
I just downloaded the sources, recompiled the package and reinstalled to fix
the issue.
# apt-get source libapache2-mod-ifier
# cd libapache2-mod-ifier
# dpkg-buildpackage -bb
--

Got the same here on Ubuntu 64bits Gutsy :
# aptitude install libapache2-mod-ifier went fine
then when I restart Apache :
# /etc/init.d/apache2 restart
