This sounds like a likely duplicate of bug 1063617. You could try to
install gnome-shell and check if that bug also happens with that; if
not, it's a rather definitive duplicate.

In fact, I can't reproduce it exactly this way 100% reliably. Sometimes
it sticks around, usually it doesn't. Trying again just now, but
logging out instead of rebooting, it stayed, but the System Settings
show that there is no shortcut for Maximize Vertically (but the shortcut
