I have not experienced this issue with fresh install of 12.10 or 13.04,
so I have marked the bug as fix released.

I did a reinstall of 12.10 and the problem went away.
Of course, the image that I want to be displayed on the screen must still be
placed directly in the user's ~/Pictures folder.
