I keep having this problem as well and just fired up empathy-debugger.
I then filtered it only to show Empathy.Auth messages and it looks like
there is a timeout to the server. I have attached this log (with only
the auth messages in it). If anything else is required please let me
know.

Same problem here (Ubuntu 12.10, Empathy 3.6.0.3).
I have 2 Windows Live accounts configured, and they alternatively complain
about "authorization needed".
Sometimes, only deactivate/reactivate account is sufficient, but most of time
it needs to be deleted and re added.

Yeah, same here aleksi. If the problem happens with AIM or Google talk I
can toggle it on/off and it comes back, WL is the only one that requires
re-adding.

I can verify same behavior, symptoms are exactly the same, however I've
managed to get Google talk back online after switching it on/off few
times, this didn't work for windows live how ever, complete removal and
re-adding was necessary.

It does sound similar, although I've never had the "An error occured
while loading the authentication page" issue mentioned there, for me the
intitial account setup always works fine, its just that at random
empathy decides to take a working account and say it needs authorization
until I delete and
