Update: I can now reproduce the bug. It has to do with the openoffice
.org-kde package. Installing this package produces the bug - regardless
of whether openoffice.org-gnome or gtk-qt-engine are installed or not.
Uninstalling openoffice.org-kde solves the problem.

Do you still have this issue on an up to date Ubuntu 7.04? I had
openoffice.org-gtk and openoffice.org-gnome installed and it worked
fine, then I uninstalled them and the menu's look unthemed but it can
still open files with "ä" just fine.

I have the problem again, this time in Kubuntu Feisty, when reading from
an USB flash disk (FAT). Konqeror shows all the files, but if an "ä" is
in the filepath, they cannot be opened with OpenOffice.org.
This does not happen in GNOME.

The problem disappears after the installation of openoffice.org-gnome
and openoffice.org-gtk. Why are there no dependencies on them in the
ubuntu-desktop package? In fact, there is no dependency on
openoffice.org* at all! ubuntu-desktop only suggests openoffice.org, and
openoffice.org only suggests
Mine is a normal ext3 partition, the home partition.

I've expirienced a similar problem in digiKam: I can't open folders with
umlauts in their name, which are on a vfat partition, mounted with
utf-8.
