$ gsettings set org.gnome.settings-daemon.plugins.media-keys active true
** Package changed: gnome-control-cent

In fact its still not clear which package actually delivers this Ctrl+Alt+T
functionality. Can anyone shed a little light?

Not a unity/compiz bug. Ctrl+Alt+T handling lives outside of
compiz/unity.

Couple more data points... on 12.10 updated system:
- Keyboard shortcut has "Cntl+Alt+T", which doesn't appear to work. However
am seeing "Cntl+Alt+t" working.
- There are also two entries in System Settings.../Keyboard/Shortcuts.
Launch terminal and Launch Terminal both listing a key
This has happened to both my desktop and laptop machines. Both were
upgrades from Precise.
