I'm getting this in Archlinux. I also tried the workaround using the TempDir
with ~ for user directory and it worked. So:
TempDir=~/audacity

As a temporary solution (a workaround) i can advise to edit the
configuration file:
In the file /home/tosik/.audacity-data/audacity.cfg ... you should
cut the TempDir parameter, i.e. make it like this:
[Directories]
TempDir=
After this you can start 'audacity' ...

I have the same problem on Linux Mint 15 ? Ubuntu 13.10:

Segmentation fault (core dumped)

# sudo dpkg -l | grep audacity
ii audacity
"Audacity could not find a place to store temporary files. Please enter an
appropriate directory in the preferences dialog."
in confirmation box, then
"Segmentation fault (core dumped)"
showing in terminal when trying to launch from command line.
Purged and then reinstalled with no success.
