It's not about dragging feet, really just that updating to 5.0 isn't so
simple, and requires careful coordination to avoid breaking more things
that get fixed by the update. BlueZ 5 is being looked at by many teams
right now, and we're still working on the transition.

Works for me too with an aftermarket Balance Board.
gnome-bluetooth's pairing wizard flashes up a pin number very briefly,
then immediately says pairing was successful. No crash.

Would the missing patch trigger gnome-bluetooth's pairing wizard to
crash?
Anyway, I guess we can ship this to quantal as SRU, it's a small patch
that will affect only the balance board, and as such is basically
"hardware enablement".
