There is an error in the default *ovs_quantum_plugin.ini* file :
Replace "root_helper = quantum-rootwrap /etc/quantum/rootwrap.conf"
by
"root_helper = sudo quantum-rootwrap /etc/quantum/rootwrap.conf"
and it's working.
