Please provide an example of an application that illustrates this
problem. I wrote a small test application to display the gtk-stock-no
icon and set it to the various stock icon sizes and the icon was resized
in all cases.

Well... I did fail to find a gtk-no icon, even though it's apparently
defined in gtk itself: http://library.gnome.org/devel/gtk/2.14/gtk-
Stock-Items.html
However there are a whole bunch of stop buttons which seem to function
like that.
