I can also confirm that blacklisting usb-storage does not prevent it from being
loaded upon boot.
This also happens in 12.04.2 LTS.

Yes I can.
It is always loaded on ubuntu 12.04 and never on ubuntu 11.10

1. please blacklist the usb_storage module
2. as root (or use sudo): "rmmod usb-storage"
3. Plug in an USB stick
On 11.10 the USB stick would not be detected and on 12.04 the module is
loaded nevertheless and the stick

Usually you need to run mkinitrd then modules are not loaded while booting.
But when you plug in an usb stick it is loaded nevertheless. Could you
please check?

I have the same problem on Ubuntu 12.04. I've tried to blacklist both
"usb-storage" and "usb_storage" either by adding them to blacklist.conf
or by creating a new .conf-file with the entries. But the module keeps
getting loaded on boot anyway.
