I don't have anymore such a setup, I switched to a LDAP one since then,
I've seen other bugs in nscd/libc being fixed since then, it might be related
to this one.
well, let's close this bug for now, if I ever come with such a setup
I'll give it a shot.

Thank you for taking the time to report this bug and helping to make
Ubuntu better. You reported this bug a while ago and there hasn't been
any activity in it recently. We were wondering if this is still an issue
for you. Can you try with the latest Ubuntu release? Thanks in advance.

those are the real users that your system knows about, and those are the
ones being cached by nscd.
reloading nscd forces them to be inserted into the cache:
/etc/init.d/nscd reload
