Sorry, it was my fault. In fullscreen mode, when you right click on the
navigation cum tab bar, there is an option to check/uncheck whether you
want to hide the toolbars or not. It seems that by mistake i unchecked
it.
As for Chris's question, i am using firefox 13.0.1 and the fullscreen
feature i
Does it work if you use tabs-on-top? (which is the default anyway). Tabs
on bottom is unsupported and the setting has been hidden in Firefox 15

It is working for new profile (User 1) but for my default profile
(Priyank), the problem persists even after disabling all the
extensions.

Thank you for reporting this to Ubuntu. Sometimes extensions can
conflict. Could you please try this with a new profile and see if the
problem still exists? You do not need to delete your old profile to
test. If this helps, you might want to try to disable all your
extensions and re-enable them
