I've just tested this, and the "Start download" link at
http://www.ubuntu.com/download/desktop/windows-installer is working fine
for me. It brings me to http://www.ubuntu.com/download/desktop/thank-
you?distro=wubi&release=&bits= where a download for wubi.exe starts
automatically.

It appears there are some mirrors that serve bad links -- these at least
all worked for me:

http://mirrors.melbourne.co.uk/ubuntu-releases//precise/wubi.exe
http://ubuntu.virginmedia.com/releases//precise/wubi.exe
http://mirror.ox.ac.uk/sites/releases.u
