Same problem on my laptop. Running Unbuntu Feisty (7.04) on a Dell D620.
The problem have just begun recently after an update... The system beep
disappears after enabling and disabling it manually.

Same problem here. After startup, the system beep beeps although the
setting is disabled. Only after enabling and disabling it manually it's
really disabled.

I can confirm this problem on last ubuntu Feisty.
None sounds works else login and logout.
Sounds sure works in test form.
Never heard system bell at all, (visual bell works).
