I also stumbled over this issue. In my opinion setting PKG_CONFIG_PATH is wrong
for two reasons:
* it overwrites the PKG_CONFIG_PATH from the environment
* it makes pkg-config still search the non-cross-compile default paths
So for example if I want to cross-compile for mingw-w64 and do not have

I also have this problem in Ubuntu 10.04 Lucid Lynx. When unloading the
ndiswrapper module using "sudo modprobe -r ndiswrapper" USB hotplug
seems to work again (but my WLAN is broken, of course).
Would be good to know what causes ndiswrapper to conflict with USB
hotplugging.

It's much better in jaunty, I can now see events created by other users.
Editing events that were not created by Evolution (Sunbird in my tests)
did not work.
Anyway, working read access is already a good progress!
