Ubuntu 12.10, I installed libclang1. However:
% dpkg -L libclang1|grep '\.so'
/usr/lib/libclang.so.1
There's no .so file, just .so.1. E.g. the clang_complete Vim plugin
can't find the library this way.
If I install libclang-dev:
% dpkg -L libclang-dev|grep '\.s
I haven't experienced this bug since reporting it.

acceleration, but once in a while (every few days) I still experience
GPU hangs even with the kernel from #38. The situation improved a LOT
though with it.

@Pascal no I did not, however I updated the packages only yesterday, so
I can't really tell yet. I did not make any measurements on battery
life before the update either, so I don't think I'll be able to give you
exact numbers on any change on battery life.

Yesterday I updated from the xorg-edgers ppa and the bug seems to be
gone now. I even set the semaphore parameter to "0", which was a sure
way to trigger this problem, and now there are no error messages about
GPU hangs in dmesg.
This Phoronix article also suggests that this problem was fixed in
@Saad try this:
$ echo 1|sudo tee -a /sys/module/i915/parameters/semaphores
and see if it helps (it seems to help for some). Of course you have to
do it after reboots if you don't like the idea of modifying your grub
config.

Using the latest 2.6.38 kernel from Natty stable this message popped up
in dmesg a few times every hour (my system always coming to a complete
halt for 1-2 seconds), and after a few hours my system eventually
freezed (this is a Lenovo X220 with Sandy Bridge). Setting the semaphore
parameter to "1"
Isn't this a duplicate of 761065? I'm also struggling with this
problem, at #761065 some hints are also provided which can work around
the problem.
